Carl Plant

Job title:
Fiscal Analyst
Bio/CV:

I'm a policy researcher for Wisconsin's state legislature, working on public health, child welfare, Medicaid, and other benefit programs for the non-partisan Legislative Fiscal Bureau. I'm continuously learning more about everything from state agencies to budget negotiations, and honing my skills at researching and efficiently communicating my findings to legislators and their staff.

Prior to joining the fiscal bureau, I gained experience in the state legislatures of Florida and California. I've also worked on policy at the local level; after graduating, I completed a research fellowship with the Berkeley Interdisciplinary Migration Initiative (BIMI) at UC Berkeley, where my research centered on immigrants’ access to services at the state and local level. More broadly, I’m passionate about using democracy to foster economic equity. With BIMI I researched and wrote policy reports, as well as created data visualizations and worked on outreach. We connected with policymakers, community organization leaders, and other stakeholders to build strategies for improving immigrants' access to services.
